The following is the direct text from the Villa Rica Sign Ordinance governing Electronic Changing Message Signs.
Sec. 11.5A.10 - Miscellaneous sign regulations.
(E) Electronic changing message signs. Electronic changing message signs shall be permitted only when accessory to a public, educational, or religious institution. Such signs shall not be permitted for any other use. In addition to other applicable regulations of this article, such signs shall be subject to the following regulations:
(1) Only one electronic changing message sign shall be permitted per street frontage.
(2) The area of an electronic changing message sign shall not exceed 32 square feet.
(3) The message of an electronic changing message sign shall not change more frequently than once every ten seconds. The change of message must be accomplished within two seconds or less.
(4) Electronic changing message signs shall not include animation, streaming video, or display of any image that moves, appears to move, or changes in size.
*(5) Electronic changing message signs shall meet the setback requirements for freestanding signs in the district in which the sign is located, but in no case shall such sign be located closer than 15 feet to any property line or street right-of-way.*
