Are LED Signs Allowed in Avondale Estates, DeKalb County, Georgia? A Guide to Permits, Sizes, and Zoning
EMC Sign Allowed?
✅ Yes, but only by Conditional Use Permit in the Town Center (TC) District.
EMC signs are not permitted by right in any zoning district in Avondale Estates. They may only be considered as a conditional use in the TC district, subject to a rigorous review and public hearing process.
The ordinance states:
"Electronic Message Centers may be allowed in the TC District as part of a Wall Sign subject to the approval of a Conditional Use Permit by the Mayor and Board of Aldermen and the standards of this section." (Section 4.10)

The Variance Process: The conditional use process is the primary method for seeking approval. The code does not outline a separate variance process specifically for signs prohibited by district, making the conditional use permit in the TC district the only potential path for EMC installation.

Permit Filing Requirements
The process for an EMC is more complex than a standard sign permit due to the conditional use requirement.
Required Process & Forms:
-
Conditional Use Application: Must be submitted to the Zoning Department for review by the Planning & Zoning Board and the Mayor and Board of Aldermen.
-
Public Hearing: A hearing is required as part of the conditional use process.
-
Sign Permit Application: Once the conditional use is approved, a standard sign permit application must be filed.
-
Electrical Permit: Likely required for installation.
Permit Fees:
-
City Conditional Use Permit Fee: Not specified in draft code (Contact City Hall).
-
City Sign Permit Fee: Not specified in draft code (Contact City Hall).
-
Our EMC Permit Service Fee: $425 flat rate (includes conditional use application guidance and sign permit filing).
Local Project Examples
Currently, there are no known EMC sign projects in Avondale Estates due to the new and restrictive nature of the code. As the first to navigate this conditional use process, a successful project here would serve as a key precedent for future digital signage in the Town Center.
